This was part of Adult Swim's '2007' pilot contest and somehow actually got made. Neko Case recorded her parts while touring, apparently confused but committed.
The title parodies 'Charlie and the Chocolate Factory' and 'Cheyenne Cinnamon' sounds like a rejected Hannah Montana spinoff—exactly the point. It's peak late-2000s Adult Swim anti-humor.
